Results in: Here’s how Franklin County voted

FRANKLIN COUNTY – Mainers turned out to vote Tuesday, voting for the state’s next governor, as well as local representatives and senators, a county facility proposal and three referendum questions.

Race results are posted below, please note all results are still unofficial. All tallies are from Franklin County towns only, although the predicted outcome is based on results from the entire district. [ELECTED] indicates that the candidate is the projected winner of the race. [FINAL RESULT] indicates that the vote tally posted is complete (i.e. the vote was made up of entirely of reporting Franklin County towns).

Statewide Election Results

With nearly 94 percent of the votes counted at this hour, Republican Paul LePage of Waterville is leading Independent candidate Eliot Cutler of Cape Elizabeth by 6,848 votes and is the projected winner, according to statewide reports.

In Franklin County, LePage got a total of 5,851 votes to Cutler’s 4,495 total. Trailing were Democrat Libby Mitchell of Vassalboro with 2,566, Independent Shawn Moody of Gorham with 520 and Independent Kevin Scott of Andover at 183.

Statewide, LePage won 38 percent of the vote but did better in Franklin County with 42 percent of the vote. Cutler, however, currently at 37 percent statewide, came up with less at 33 percent in Franklin County’s vote for governor. Mitchell with 19 percent statewide, came in nearly that at 18.8 percent in Franklin County. Moody, 5 percent statewide, 3.8 percent here and Scott 1 percent statwewide, here 1.3 percent.

After polls closed last night, Cutler took an early lead but, as the night wore on and the votes from the rural areas of the state trickled in, LePage overtook Cutler. LePage currently leads by 1 percent and Cutler has conceded the race.

Election for U.S. Congressional District 2 (all towns voted for this)

Michaud, Michael H. (East Millinocket – Democrat): 7,921 [ELECTED]

Congressman Michael Michaud (D – Maine), of East Millinocket, has been projected as the winner of the 2nd Congressional District race throughout the state, with an estimated 55 percent of the vote. 

Michaud actually exceeded that margin in Franklin County, taking nearly 59 percent of the vote and beating out his opponent, Jason Levesque, an Auburn businessman. While Levesque took Strong, as well as Madrid and Rangeley Plantation, and contested Michaud in several other communities in northern Franklin County, Michaud won by wide margins in the larger, southern towns.

Question 1: Casino in Oxford County [PASSED]
Franklin County’s voters were much more enthusiastic about the idea of building a $165 million casino in neighboring Oxford County than the statewide percentage.

With 96 percent of the ballots counted statewide, the casino appears to have passed with 51 percent or 5,000 more total votes. Until 1 p.m. Wednesday, the question was too close to call.

In Franklin County, the gap for those in favor was 55.6 percent for and 44.3 percent opposed. 7,437 residents said ‘yes’ and 5,931 said ‘no.’ Interestingly, a slim majority in only two towns, Carrabassett Valley (197 yes, 206 no) and New Vineyard (128 yes, 233 no), voted against the casino.

The proposed Oxford County casino, which includes table games in addition to slot machines, would be the first of its kind in Maine. More than 2,700 jobs have been promised by the initiative’s backers, once the resort is built.

Question 2: Dental Health Bond [PASSED]
Franklin County’s voters were in line with the statewide results, with 50.7 percent in favor of the $5 million bond and 49.2 percent against it. The bond will be used to create a community-based dental car clinic operated by a dental college. In addition, dental clinics across the state will be created and/or upgraded.

Question 3: Land Preservation Bond [PASSED]
Franklin County’s voters were also in line with statewide results that passed by a 59 to 41 percent in favor of the state borrowing $9.25 million through a 10-year bond towards the acquisition of land or the acquisition of interest in land, for the purposes of conservation, outdoor recreation and wildlife habitat.

Locally, 57.9 percent said yes to the bond while 42.1 percent were against. The majority of voters in only three (Avon, New Vineyard and Strong) of 21 the towns in Franklin County were against it.

State Senate and House Elections

Election for State Senate District 14 (Jay)
Millett Jr., H. Sawin (Waterford – Republican): 724
Patrick, John L. (Rumford – Democrat): 1,420 [ELECTED]

Incumbent Sen. John Patrick (D – Rumford) appeared to win his race against Republican challenger Sawin Millett Jr. handily, both in Jay and throughout District 14. Patrick took Jay by a 2:1 margin and did equally well or better in Dixfield, Mexico and Rumford, the district’s major population centers.

Woloson, Ann L. (Belgrade – Democrat): 3,289

Rep. Tom Saviello (R – Wilton) appeared to cruise to an easy victory Tuesday, winning every Franklin County community. Wilton, Saviello’s hometown, and Farmington were won by a combined margin of nearly 2,000 votes. Several towns in Senate District 18 outside of the county, including Belgrade, Democratic candidate Ann Woloson’s hometown, had not reported results as of Wednesday morning but it appeared unlikely Woloson would be able to make up ground lost in Franklin County.

Gilbert, Paul E. (Jay – Democrat): 1,731 [ELECTED]

Incumbent Rep. Paul Gilbert (D – Jay) appeared to maintain a narrow lead over Republican challenger Anthony Couture in District 87. The other two towns in the district, Starks and Mercer, did not alter the margin significantly, and Gilbert’s commanding lead in Jay helped make up for Couture’s strong showing in New Sharon.

Although Democratic candidate John Bryant, of Anson, squeezed out a narrow victory in the Franklin County portion, Republican candidate Larry Dunphy, of Embden, won the overall race. District 88 consists of a massive swathe of territory in Somerset and Franklin County, from Anson to Carrabassett Valley and up to the Canadian border.

Incumbent Lance Harvell (R – Farmington) was reelected to the District 89 house seat over Democratic challenger Yvette Robinson.

Republican candidate Russell Black, of Wilton, was elected by a wide margin over fellow selectman and Democratic candidate Irving Faunce, also of Wilton. Black won every town by more than a 2:1 margin to replace outgoing Rep. Tom Saviello (R – Wilton), who will be moving to the state senate.

Incumbent Rep. Jarrod Crockett (R – Bethel) easily won reelection to the District 91 seat, beating out Democratic challenger Charles McGrew, also of Bethel. Crockett enjoyed more than 2:1 margins in local communities, mirroring tallies taken outside of Franklin County, in Bethel and elsewhere in District 91.

Republican candidate Justin Thacker, of Andover, took slightly more votes than incumbent candidate Rep. Matthew Peterson (D – Rumford), in Franklin County. However, Peterson dominated the Rumford vote by nearly a 3:1 ratio, and won the seat by a wide margin.

Carthage voters helped contribute to a sweeping victory by Rep. Sheryl Briggs (D – Mexico), who defeated challenger Cynthia Bissell (R – Canton) by taking her hometown of Mexico by a margin of 817 to 175.

Clyde Barker, a selectman from Strong, defeated Richard Stovall, of Phillips, across the county’s third commissioner district. Stovall took Weld and Carrabassett Valley, narrowly, but Barker won in every other community, with particularly wide margins in Strong, Phillips and Kingfield.

Election for Franklin County Treasurer (all towns voted for this)

The first contested election for county treasurer in years drew a pair of strong candidates, but in the end Mary Frank, of Farmington, defeated Pamela Prodan, of Wilton, to take the position. Frank will replace outgoing County Treasurer Karen Robinson.

Frank took most of Franklin County, with the exception of Wilton, Prodan’s hometown, and Jay.

Local Bond Issue for County Facilities Proposal (all towns voted for this)

Voters in Franklin County declined to support a $4.465 million bond to improve county facilities by a wide margin Tuesday, effectively killing the proposal. The bond would have been used to purchase Church Street Commons, in Farmington, in order to make space for some county functions, as well to improve the Franklin County Sheriff’s Department office in Fairbanks. The plan was the product of more than a year of planning and design work, and county commissioners will need to go back to the drawing board to find solutions for the county’s aging facilities and overcrowded offices.

The proposal lost in every Franklin County community, even Farmington. While the county seat’s voters defeated the bond by a relatively narrow margin, communities elsewhere voted it down by 2:1 margins or more, with the bond’s support decreasing as one moves away from Farmington. Jay, in particular, voted the proposal down by a vote of 708 to 1420.

Commissioners had planned to meet with the consultants attached to the project at their next meeting, regardless to the outcome of the vote. Future steps for the county will likely be discussed then.
