Following email, board director announces resignation

FARMINGTON – A school board director announced she was leaving the board Thursday, approximately a week after receiving an email demanding her resignation.

Director Jennifer Pooler of New Sharon announced her resignation at the start of Thursday’s special board meeting, reading from a letter she had previously submitted to the New Sharon board of selectmen. In it, she cited an increased difficulty in serving on the board, due to being “verbally attacked at board meetings, received offensive, slanderous and threatening emails, and most recently an email requesting my resignation.”

“We would not allow the students in our district to behave in such a disrespectful manner without acknowledgement and consequence, and I don’t believe the adults should either,” Pooler said.

One of the emails in question was sent on June 6 by Nancy Porter, a former director, former selectman and Farmington resident, who has advocated publicly against the board’s school budget recommendations over the past few years, to four directors’ district email accounts. Under the subject line of “No signs,” Porter informed the directors, including Pooler, that “the NO side” had lost 40 signs last year “thanks to your henchmen.”

She went on to accuse the district of holding an illegal budget meeting on May 31, warned that there “WILL BE A RIOT” at a board meeting if directors hired a principal at the same pay level as an outgoing administrator and accused the four directors the email targeted, all of whom were women, as being “[Superintendent] Tom’s [Ward] ‘girls’.”

“You vote anyway he tells you to,” Porter said. “And the one thing you need to remember….. YOU ALL REPRESENT THE PEOPLE WHO VOTED FOR YOU. NONE of you do that.”

She went on to single out Pooler: “Jennifer Pooler has voted FOR the Budget repeatedly, when the Town of New Sharon has voted strongly AGAINST the Budget. I’m surprised she dares to walk around town. Just shows who she truly represents.”

The first email concluded with a warning that the directors should “spread the word that your henchmen” better leave “our signs” alone.

A second email was sent on June 14 to several, but not all, school board directors by Porter. Under the subject line of “Support YOUR town!” Porter criticized a number of directors for their votes, telling them that they should be “representing YOUR tax payers, NOT the school.”

“Jennifer Pooler, when called out on her vote last year, said she voted her conscience,” Porter wrote in the email. “Well, that’s a very good reason to resign, Jennifer. If any of you can’t support your town, GET OFF THE BOARD! You are NOT doing anyone any favors by sitting there doing exactly what the tax payers DON’T want you to do.”

Porter went on to demand that directors not “come back with some pitiful $200,000 reduction” and cut at least $80,000 out of Article 1: Regular Instruction due to retirements.

Directors would later cut $344,524 out of the budget on June 29. Thursday evening, having received an additional $730,000 in state subsidy following the passage of the new state budget, the board added $186,358 to fund three positions: two social workers and separating a Student Services Coordinator/guidance counselor position. The board also approved using $165,431 to fund capital projects, rather than using previously-approved bond funding, as well as $378,165 to reduce the budget’s impact on the local property tax assessments to zero percent.

Pooler said in her letter of resignation that she had asked Superintendent Tom Ward and Board Chair Jennifer Zweig-Hebert for a formal response to be issued by the board or district. That request was denied, Pooler said.

Ward said that Porter’s email had been forwarded to the district’s legal counsel and that the district had been advised against pursuing any action. Director Iris Silverstein said that it disturbed her that a board member had not received more support and said that she would have preferred more board input prior to a decision being reached regarding the district’s response. Director Tami Labul noted that Pooler was not the only director that had received harassing or abusive emails.

Zweig-Hebert, who was one of the four directors who received both of Porter’s emails, thanked Pooler for her service. “It has not been an easy time,” she said.

Pooler originally joined the board in 2014, replacing a retiring director, and was reelected in 2016 to a three-year term. While Pooler did, on May 2, vote in favor of the $33.9 million budget recommended by the board, she has historically voted against a number of budgets, including both board-recommended budgets in 2015 and the budget initially presented in 2016. She, along with three other directors, opposed the board’s reduced budget passed on June 29.

Beginning in 2015, Pooler, along with Selectman Travis Pond and Ward, spearheaded a successful effort to bring New Sharon’s Thomas F. Dyer Trust back into compliance, providing correctly-balanced income for the trust’s programs and scholarships.

Pooler said that she would continue to serve so New Sharon would have representation until the selectmen appointed a new board director. That appointed director would likely serve until next March, when the town meeting would elect a director to the remaining year on Pooler’s term. A time line for that appointment has not been set.

  2. Better check on appointed board member to finish Pooler’s term. Some think the appointee serves out ALL of the remaining time of Pooler’s original 3 year term, not just until the next town meeting. Just a point of correct procedure, or law.

  3. Buckshot- If you’re truly concerned, why aren’t you raising that to the Town of New Sharon instead of trying to imply on a public forum that there is something more underhanded going on? I’m guessing you’re not a New Sharon resident, but just feel the need to bring negativity to an already unfortunate event?

    An ounce of compassion can go a long way.

  4. How many times is that woman going to bully her way through the school budget process? Nancy Porter is not an elected official. She does not represent a reasoned, responsible approach to the school budget. It is always a “no” at the expense of our kids. She is divisive. This is corrosive to the community at a large.

  5. This woman has repeadeatley harassed many good people and there families over their differentiating views on public school matters. I hope that the district can come up with some good way to stop this unnecessary and hurtful harassment. There is no good reason to outright lie, use profanity, and be disrespectful towards people with opposing views. I know good people for and against the school budget who show respective manner when it comes to their personal opinion. Nancy Porter has been a bully to a plethora of people for years on end regarding school budget matters. I am very confident that if this woman had shared ideas respectfully during meetings and whatnot people would’ve listened and agreed or disagreed with decorum. This woman owes a huge apology for the way she has behaved. We can not let her bully another good person off of our amazing school board.

  7. Nancy Porter is a Farmington resident. Jennifer Pooler represents New Sharon. This should never be an issue. I regret that Director Pooler has chosen to validate Nancy’s boorish behavior. Thank you, Mrs. Pooler, for your service and for the fine example you have modeled for the people, not just of New Sharon, but, evidently, for all of the district. You deserved better than this.

  8. It is of the utmost importance, as leaders of this community, that we all model appropriate discourse and resolution. Unfortunately, from the President on down to a few in our community, it seems to be perfectly acceptable to bully people and engage in ad hominem attack. We fund and advocate for anti-bullying in schools, yet engage in it ourselves, sad hypocrisy. Our kids, our teachers, our school administrators, and our board members deserve better treatment and support.

  9. I believe there are many that feel the way Nancy Porter feels but don’t have the gumption to speak up. I think she’s trying to stop the ongoing increases in taxes. It’s not personal just trying to survive in our own homes. Good job Nancy, keep plugging along ..

  10. Jennifer Pooler has done a tremendous amount of work for our town (New Sharon). She will be sorely missed as our representative to SAD9.

    I have never met Ms. Porter, however, her name has come up repeatedly with negativity toward issues in New Sharon. I do not understand why she feels it necessary to consider her feelings to be those of our residents.

    It is sad when the norm has turned to bullying and threats in order to get one’s way, and that this type of behavior is being rewarded. It certainly should have been stopped immediately.

    Please let us make our own judgements on our own representatives Ms. Porter, and learn proper manners.

  11. Often times in our need to be heard or to be right, we forget to listen and to be kind. That is the EGO. The ego will not get anything done, it will not solve any of our problems. It just causes more divide in all aspects of our lives here in Franklin County and in the World. We all need to decide to be better humans to each other, we need to listen, AND be able to speak our minds in a way that others will want to listen. We need to treat each other with love first, or we will continue to tear each other apart, with no progress. This just makes me SAD! In this case it is not up to the school board to do this, it is up to each and everyONE of us. Be kind!

    How very sad that courteous discourse seems to be becoming a lost art. Making comments using an alias is also sad. Folks willing to give their time for the public good, being abused and bullied is a sad reflection on the demise of good manners.

  14. Over the years the school board has given the impression that they are nothing more than a rubber-stamping bureaucratic entity. They rarely have been challenged on issues. This is exacerbated by the fact that many directors are ill-suited to manage a business with a nearly $33 million budget. For the board to simply accept a wish-list budget proposed by the administration is irresponsible. It is incumbent upon the school board to ask the tough questions. We do not need a group of sycophants who capitulate to the Superintendent. Just as the directors of a Fortune 500 company have a responsibility to the shareholders, our directors have a responsibility to the tax-payers. There is little question as to why many of the tax-payers are metaphorically throwing tea into the harbor.

    I am certain that most tax-payers would not make a reckless purchase of a $800 flatscreen TV if they are staring down the barrel of providing braces for their kid. The school district needs to do the same. We, the tax-payers, have allowed this for too long. We SHOULD be speaking up and saying this is how much WE appropriate for spending on the school and then ask the board and administration to operate within those parameters. The towns can only afford so much. It’s time we provide the best possible product at the best (lowest) possible price. I am pretty certain that nobody reading this would pay $37 for a pizza, regardless of how delicious it may be.

    Finally, please let’s stop the fear-mongering. This is NOT about not supporting the students or the teachers. This is about sustainability. We need directors who understand and respect this.

  15. Sheeple- School boards are made out of community members that care and are voted into their positions by others in their towns. They are public servants that devote countless hours into researching, debating, and weighing out important issues that impact tax payers, students, and employees. Please do not make light of their roles or the great value and contribution they make.

    Just because you disagree with their well-informed decision, does not give you cause to belittle them.

  16. It seems a few people are missing the point, this article is in no way referring to Mrs. Porter’s opinion, it is however referring to her bullying and unjust behavior towards good people. This article isn’t something meant for debate but to point out an issue of harassment.

  17. I believe that what Mrs. Porter said was what many people have been wanting to say but don’t have the guts to. Everyone cries about their taxes going up well, speak up to the right people, that is what Nancy did. In my opinion, it is just like FMH, All that money spent at our expense and they continue to want more, it will never end! Be practical people.

We have the “haves” and the “have nots” and obviously the school board is only about the “HAVES”. She is using the only method available to her and not bullying. The bullying is coming from the whole RSU 9 directors and board.

  19. Cat- Your tax amount changes because of many variables. The RSU 9 school board budget has a zero percent assessment change since last year. So it won’t be from them. And, extra funding is being applied to pay down on voter approved debt. Maybe you should do further investigation as to why your towns tax assessment may have increased.

    Also, the discussion is about appropriate behavior. Harassment and bullying aren’t positive ways to be heard or to make a change.

  20. Disgusted- Those are some very severe claims. How have the MBRSD 9 School Board members harrassed or bullied you? Are you referring to their weekly debates and discussions for over 7 months centering around reducing the financial impact on tax payers and still allowing the children of the district to get the services mandated by regulations? Please provide details of your accusations.

  21. Due to frustration from being ignored for several years, it often happens that one retaliates with anger and too strong a comment. Nancy Porter has fought for the tax paying citizen , many of whom have struggles to make ends meet. She has researched and found out many areas of the school’s workings that need improving upon. Don’t criticize your neighbor until you’ve walked a mile in his shoes. Things are changing and much of the reason is because of people like NANCY. Right now some of you should be asking why people are leaving RSU9. for employment elsewhere. IT ISN’T FOR MONEY ! By the way,Reality, BUCKSHOT covers a bigger area than a single pellet thereby improving success and making more of an impression.

  22. Buckshot- I agree about not criticizing your neighbor without walking a mile in there shoes. It’s unfortunate some of the harrassing comments around the school board disregards that statement. Your right, we lose good people for reasons other than money. The harassment has to stop.

  23. We The Sheeple- Funny, the Boston Tea Party was a revolt against, The East India Tea Company, a monopolizing corporation and British, “Taxation without Representation”. Appropriating factual historical events to fit your argument is just strange and not cool. Please find a new metaphor.

    As for this event. There’s an unhealthy fixation built up around essential public services, mainly the schools. The word school and budget together seem to be trigger words for some. Find your balance people. I hope this new turn of events can be resolved with facts, reason, and logic, not aggression. Too bad the bully got her way and the person actually giving her service to her community is chased off.

    At some point there will be a limit to how much the schools can ask for.

    At some point there will be unintended consequences for chasing good people off the board. Sounds like Jennifer Pooler used fair judgement and didn’t hesitate to question and revise budgets. Hope the best for her. Off to better things.

    Why can’t you identify yourself? What are you afraid of? We need to teach kids responsibility ! You are an example of teaching kids that it is perfectly fine to hide, be underhanded, and make comments without ownership. Is this a reflection of the RSU 9 way of teaching?   27. Well, once I knew this was on the Bulldog, I waited for the Tar & Feathering that would occur. And it did.
    Congratulations to everyone who helped throw tar. And after the article, there are virtually no words that can correct this. Everyone has drawn their conclusion, and thrown words my way. So be it.

    The press has determined my emails were “threatening”. They were not. But the press in this area just loves to take something like this a run with it. And frankly, I’m too tired to try to outrun them. So think what you want to, and say what you want to. I know the truth, and so do my “FRIENDS”. The rest of you can grin, celebrate and say “There…she finally got what was coming to her”.

    Just remember….it is very likely your tax bill will likely be the same as last year’s. If it goes up, it likely will not go up much. And it didn’t happen because any of you did anything but sit back and criticize.

    Nancy Porter- It’s great you recognize the School Board proposed budget will not increase taxes. It’s unfortunate that you felt your personal emails had to attack others, or that you had to scream profanities at children that were showing support for their schools.     It is quite obvious to me that you are somehow associated with the school, maybe an employee or board
    member. You bash those of us who will vote no again and you just attacked C.warren who stated facts about
    your behavior. You hide your true identity and throw insults at members of the community who are trying to
    survive. The Bulldog should require that all comments are posted with a real name. No more hiding people!!
    I have known Nancy P. a long time. She can be harsh at times, but she has been pushed to the limit by this
    school administration. She sat on that board for years and asked tough questions and seldom got answers.
    The budget book is a confusing mess with conflicting numbers. The admin team can’t answer questions at the
    meetings and often use the “we’ll get back to you on that” tactic. The school budget goes up about $1million
    every year. They get more money from the state and they immediately spend about half of it on more staff.
    Tom Ward constantly claims that he cares about the tax payers and is doing everything to keep costs down
    but he pushes these million dollar increases thru every year. It is time to stop!!!! Give the entire $730k back
    to the taxpayers Tom!!!! Prove to us that you care about the taxpayers!!! No other district in western Maine
    has had 6 years of increases!!! Many are holding the line this year, some held the line last year. Our school
    budget is up almost $12 million in the last 7 years and our enrollment is down. Now it is our turn Tom. You
    give the taxpayers that $730k. That is what we want!!!! The kids will be fine.

  30. Good intentions do not excuse, and are never helped by, bad behavior. Some people who might be attracted by good intentions will be repelled by bad behavior. You can disagree totally without being disagreeable, insulting, or making veiled threats. You catch more flies with honey than with vinegar. The voting booth is one of the best ways of settling disputes fairly, if not satisfactorily to all. It’s hard to make everybody happy.

    On the other hand, you can’t get blood out of a turnip, particularly one that has been suffering from losses of manufacturing jobs and the families and businesses they support, and it often seems like the old song says, “And when you ask them, “How much should we give, all they ever answer is “More, more, more, more!” Schools have to realize and live within the limitations of the local economy, as families do. You can’t spend more than your income without going bankrupt at some point. Assuming the taxing system is fair, those less able to pay should pay according to their means or nothing.

    Let us hope that a well-informed, well-intentioned majority rules, and that those on the minority side of the voting will try to make the best of it, accepting that it is the free, fair expression of the majority will of the voters at this point in time, without bitterness, at least. How great it would be if it can be a “Win, Win!” sort of
    compromise.

    E-mail and telephone ,systems usually have ways to block people, and if anyone is harassing, threatening, or stalking anyone, there laws and agencies in place to handle that without the necessity of resigning an elected position, and anyone can file a complaint to those agencies. Resignation is therefore a personal choice. People do have a right to Freedom of Speech and to like or dislike whom they choose.

  32. I feel the way the Daily Bulldog does the comments is the best way to go. If some one wants to use an alias it is the same as doing secret balloting at elections. You can vote / or say your piece without allowing anyone or group to bully you, or worse. Please don’t say that would never happen, we know better than that. Just try to be civil.

  35. I personally would not want to publicly refer to anyone’s actions or remarks as Slanderous, Threatening, or Harassing unless I was prepared to defend my use of those words in court, as the penalties could be severe.

    “Porter, a 47-year resident of Farmington…….. said in her application she is concerned “that our schools have made the decision to stop teaching cursive writing.” She noted the importance of knowing how to read and write in cursive. “I’ve tried to address that to the school board, and to date, have been shut down. If I’m on the board, perhaps I can make a difference,” she said.”

  41. The main point of all of this is very clear – Nancy Porter has chosen to not only be a bully but to take it to the level of excessive harassment and threatening. Why isn’t there any mention of the DA’s office investigating and possibly bring formal charges?? As long as a bully is allowed to continue with no consequences this behavior will only escalate.

  42. We are writing this in support of board member Jennifer Pooler. We have known Jennifer for over 20 years, and know you would be hard pressed to find a more dedicated and determined board member. Before making any decisions, Jennifer does thorough research to make sure she is making the most informed decision she can, while looking out for the tax payers and students of SAD 9. Just because you don’t agree with her doesn’t give you the right to belittle her, threaten her or harass her. Kudos to Jennifer for the courage to put herself out there to represent her town on the board to try to do what’s best for everyone. It is very easy to sit and judge people. But, how dare you if you don’t have the courage to step up and help to resolve this. Instead of creating drama, and slamming people in social media, why don’t the rest of you take a page from her book and step in and do your best to try to resolve the budget issue.

  43. @ sad 9 parents lets not put all commenters in the same group. We all have differences on this topic. Jennifer Pooler made the decision to resign on her own no one forced her to. She could have easily ignored Nancy Porter and carried on with her dedication to the board.

  44. Apparently there are some “Safe Spacers” in the area. We should all try harder to do things their way so that we don’t cause any meltdowns.

    Instead of tossing words like “Slander, Threaten, and Harrassment” around, they should come right out and say “Person A slandered/threatened/harassed Person B!”, and then the facts of the case can be decided calmly in a courtroom, and the correct punishment can be determined for the party in the wrong (very likely the person making the “slandered/threatened/harassed” charge!) Otherwise, it would seem that they are just conducting a Smear Campaign out of spite.

    One of the outcomes Person A suggested as a possible way to improve the situation has come to pass, perhaps things will improve as a result. Next?

  45. Jennifer, I don’t know you but after reading the comments here I don’t blame you for resigning! It is extremely difficult to serve in any capacity in these vicious times. Bullies and worse make sure they get their voices heard loud and clear, regardless of manner and tone, right or wrong (then act quite innocent of any wrongdoing- after all THEY are the persecuted :} ). right.

    Anyway, thank you to all who stand up to them, regardless of the very real fear of getting slammed (or worse). which is why I won’t sign my name, I admit it.

  46. @ RO it’s not that I’m anti education as you put it, I’m tired of the budget rising each year. I have two kids in RSU 9 and there education will not be any different this coming school year than in years past. The budget doesn’t need to increase every year to give kids a good education.

Porter’s behavior is exactly what the local schools are attempting to do away with – BULLYING! Maybe Porter should take notice of the positive behaviors being taught in schools such as respect and manners.

  50. Hysteria – I don’t feel that the citizens are ignored, at least the ones that voted on new schools and the school budgets. Yes, the budget seems ridiculous. My taxes have more than doubled since the two schools, the dispatch center, and the new police station were built, and with the school budget increasing each year. It was inevitable that that these buildings would need replacing or expansion, and the cost of education keeps going up. Maybe we need more help from the state? I don’t like the situation any more that you do. I don’t have a solution to the community’s money problem. However, for a community member, a former board member herself, to attack members of the board, call them names, and telling a board member to resign is bullying.

  52. I have read and reread this comment thread since last week and have decided it’s time for me to share a couple of things.

    First, I want to thank those of you offering kind words and support; it does not go unappreciated. Those who know me, my dedication and professional work ethic understand the difficult decision it was for me to resign before the end of my term.

    Second, it is unfair of many of you to accuse the Bulldog of using the words “slander and threatening.” Those are MY words, taken directly from my letter of resignation.     Finally, I hope that the budget meeting tonight (Bjorn Auditorium at Mt. Blue Campus, 7pm) will have an outcome that all sides can agree on referendum day.

  53. I’m pretty sure most people would consider repeatedly VIRTUALLY accusing someone of libel, threatening, or harassment to be worse than telling a public official they should resign if they won’t vote for a budget taxpayers can afford.

  54. Thank you, Jenn, for your many years of service on the board. I’ve enjoyed working with you.

    You have always invested many countless hours into thoughtful debate. You have worked very hard to find outside resources and opportunities for the children in the district. You’ve scrutinized proposals that may have needed further research and development until decisions were made on purposeful motions. You’ve done all of this while being respectful and supportive of the residents, students, and staff that have presented themselves before the board.

    You have been a great value to the Mount Blue Regional School Districts Board and a dear friend. You will be missed.
